The NLM Board of Regents joined the Public Access Working 
Group in calling for NIH to strengthen its public access 
policy. The group has asked NIH to make deposits mandatory 
within 6 months. Right now submissions are under 4% and the 
policy is not working. The Board encourages NIH and NLM to 
develop a careful plan for transitioning to a mandatory 
policy.
