The German Research Foundation (DFG) has adopted an open 
access policy saying that authors "should" provide open 
access to their work. This is similar to the mandate from 
NIH that requests scientists to deposit their funded 
research in the PubMed Central archive.DFG says they do not 
want to force researchers to do anything but strongly 
suggest they comply. This statememnt does not go as far as 
the statement from Wellcome Trust which mandates open 
access.
