Headline: Federal Research Public Access Act 2006
Contents:
Legislation was introduced by Senators John Cornyn (R-TX) 
and Joe Lieberman (D-CT)for an act that will mandate open 
access to federally funded research and also limit 
embargoes to 6 months. The act will pertain to all 
government agencies that spend more than $100 million/yr on 
research grants to non-employees. This means it will be 
much wider than medicine and extend to EPA, NASA, NSF, etc. 
It will not mandate deposit in a central repository but 
will allow agencies to develop their own policies regarding 
deposit. Agencies will have one year from the adoption of 
the bill to develop their policies. The FRPAA is the 
strongest OA policy to be proposed to date in the U.S.
