Dr. Elias Zerhouni, Director of NIH, now believes that open 
access to funded research needs to be mandated not 
requested. The public access policy as it is written has 
not worked. Response to the request to deposit research 
articles into PubMed Central has been very low. Dr. 
Zerhouni testified on this subject before the Senate 
Labor/HHS Subcommittee on Appropriations recently.
